Cant connect to PC

There is a glitch when connecting to the pc.
In tutorial it says to connect the hotspot in your phone, i am getting the right tick in my settings but no wifi icon on top..which is causing the phone to connect to pc, it fails again and again.
Please see to this ASAP.
